What sort of equipment, webbing, etc would various engineering & technical troops have while in the field or while in base areas?

Very little personal gear for those types was specialized, other than tools.

What about weapons. I would expect combat engineers and troops in forward areas to be armed, but with what. I've seen pictures of radio operators with MAS36s nearby with the "safety" on (bolt partially open), but were they considered a priority for being issued newer weapons?

I would expect those in forward units to be armed with the standard weaponry. Those in "rear" and less critical areas would probably have Mausers and other secondary standard weapons.

I suppose secondary standards would be the jumble of Lend Lease and Second World War surplus that they had at the beginning of the war.
